First time wanting to get a tattoo and was vulnerable regarding my mental health issues and whatever accommodations may be available. The response I received shows a complete insensitivity to mental health and to accommodations. Saying nobody would be willing to chance starting the tattoo I wanted because of my diagnosis is a denial of service based on a disability and I find that extremely offensive. You should perhaps try a different approach that does not make customers never want to visit your shop.
